How to Get a PPS Number in Ireland

If you’ve just moved to Ireland, you can apply for a PPS number online through MyWelfare if you meet the requirements. You’ll need a MyGovID account, a valid reason, proof of identity and proof of your Irish address. You must also attend an in-person appointment before your application is completed.

What is a PPS number?

A Personal Public Service Number, usually called a PPS number or PPSN, is your unique reference number for accessing public services in Ireland.

A PPS number has seven numbers followed by one or two letters. The Department of Social Protection issues PPS numbers, while Revenue uses them for tax administration. Revenue’s PPS number guidance

You may need one to:

• Start employment and deal with your tax record.
• Apply for a social welfare payment.
• Apply for or exchange a driving licence.
• Register a child’s birth.
• Access certain public services.

Important: You don’t apply for a PPS number simply because you’re looking for work. You need a genuine reason connected to accessing a public service.

If you’ve lived in Ireland before, check whether you already have a PPS number before applying for another one. PPS numbers don’t change simply because you leave Ireland and return later. Who can apply for a PPS number?

You can apply if you need a PPS number to access public services and haven’t previously been issued one.

There are some important exceptions.

If you’re under 18, or you’re applying for a child, different arrangements apply. Children born in the Republic of Ireland are generally assigned a PPS number when their birth is registered. How to get a PPS number in Ireland

For most adults living in Ireland, the process has five practical stages:

1. Create a basic MyGovID account.
2. Start your PPS number application on MyWelfare.
3. Upload your identity, address and reason-for-application evidence.
4. Book and attend your PPS number appointment.
5. Wait for the Department of Social Protection to complete its checks and issue your number.

Here’s what each stage actually involves.

Step 1: Create a basic MyGovID account

You need a basic MyGovID account to access the online PPS number application.

This distinction matters because many newcomers assume they must already have a Public Services Card before they can apply.

You don’t need to solve every MyGovID issue first. Start with the basic account required for the PPSN service.

Step 2: Start the PPS number application

Once you have MyGovID, go to the PPS number service on MyWelfare.

If you’re applying for a job, for example, your reason should explain that you need the PPS number for employment and tax purposes.

Don’t choose a reason simply because it sounds more official. Your evidence needs to support the reason you give.

Common mistake: Saying that you need a PPS number because you’re “looking for work” isn’t enough. The Department specifically says you don’t need one merely to look for work.

Step 3: Prepare your three types of evidence

This is where many applications become difficult.

1. Proof of identity

The exact identity document depends on your circumstances.

2. Proof of address

Your proof of address needs to show your name and address and must be no more than three months old. Official PPS number address requirements

Accepted examples include:

• Household utility bill.
• Bank statement.
• Property lease or tenancy agreement.
• Official letter or document.
• Letter from a government department or agency.
• Official confirmation of your address by a third party.

This creates a common problem for new arrivals.

You may have just arrived, be staying with relatives or friends, and have no utility bill in your own name.

That is one of the most useful options if you’re temporarily staying with someone else.

3. Proof of why you need the PPS number

Your application must explain why you need the number.

The Department gives employment, driving-licence applications, social welfare, education, training and other public services as examples of valid reasons. Official reasons for needing a PPS number

The important point is that your evidence should match your reason.

For example, if your reason is employment, provide documentation showing the employment need where requested. If your reason relates to education, provide appropriate evidence from the educational institution.

Don’t upload random documents and hope the Department figures out why you need the number.

Step 4: Upload your documents carefully

The Department’s document-upload guidance is particularly useful if you’re doing everything from your phone.

• PDFs are recommended.
• JPG, JPEG, PNG, TIFF, TIF and BMP files are accepted.
• Multi-page documents should be combined into one file.
• Documents should be in chronological order where relevant.
• Files should be in portrait orientation where possible.
• The maximum file size is 10MB.

For a phone application, take a proper photo of the whole document.

Don’t crop off the corners.

Don’t photograph your passport in poor lighting.

Don’t upload a screenshot where important information is missing.

Pro tip: Before pressing submit, open every uploaded file and check that your name, address, document number and dates are readable.

Step 5: Book your PPS number appointment

Applying online doesn’t mean the whole process happens online.

Residents of Ireland are required to attend an in-person PPS number appointment as part of the application. You can book the appointment during the online application process. MyWelfare PPS number appointment guidance

Take the requested original documents with you.

The appointment is an important part of the process, not just an optional identity check.

What happens at the PPS number appointment?

The Department checks your application and identity as part of the in-person process.

Your application isn’t necessarily completed while you’re sitting at the appointment.

This is why you shouldn’t panic if you leave the appointment without being handed a number.

The official process does not say that your PPS number will be issued immediately at the appointment.

How long does a PPS number take?

The Department’s current PPS number guidance does not publish a standard processing time that we can safely quote.

That means we won’t give you a made-up “one to two weeks” promise.

What if you don’t have proof of address?

This is one of the biggest problems for people who have recently arrived.

Start by asking whether someone in your household can provide the type of confirmation accepted by the Department.

If you’re staying with friends or relatives, an original household bill together with a note from the bill holder confirming that you live at that address can be used. Official proof-of-address requirements

The key is that the bill and confirmation need to establish the connection between you and the Irish address.

If you’re in temporary accommodation, don’t simply upload a booking confirmation and assume it will be accepted. Instead, check the current document requirements and, if necessary, contact the PPS number service before submitting an application with weak evidence.

What if you don’t have a job yet?

You don’t automatically need a PPS number just because you’re searching for employment.

You should apply when you have a valid reason connected to a public service.

Starting employment is one of the official examples.

This distinction is important because some newcomers are told by employers or friends to “get your PPS number before you look for a job”. That’s not the same as the Department’s eligibility rule.

What if your employer says you need a PPS number immediately?

Tell your employer that you’ve applied and keep your application information.

Don’t invent a number or give your employer somebody else’s PPS number.

First, check your MyWelfare notifications.

Then check whether the Department has asked for additional documents or information.

Don’t keep submitting new applications because you’re worried about a delay. First check your existing application and contact the relevant service if you need clarification.

What if you already had a PPS number?

Don’t apply for a second number simply because you can’t remember the first one.

MyWelfare says that if you’re returning to Ireland, you may already have a PPS number. It can appear on a Public Services Card, Social Services Card, medical card, GP visit card, European Health Insurance Card, Department of Social Protection or Revenue correspondence, and Irish payslips. If you’re missing proof of address, solve that before submitting if possible.

That is usually more useful than submitting an incomplete application and waiting for the Department to ask questions.

MyGovID is the online identity account used to access government services.
